That’s what Samsung Israel’s Facebook page says so. Samsung had promised to release the Android 4.0 update for Galaxy S II and Galaxy Note in Q1 2012 and we wouldn’t be surprised to see if this happened. The date claimed by Samsung Israel says the upgrade will be released for unlocked as well as phones on Israeli operators, which could mean the OS update could hit a few days early to other European regions.
