Committed to the fortnightly iPhone OS release, Apple has seeded the second beta of the iPhone 3.1 OS to the developers. As with every release, Apple has not revealed what fixes or improvements the new build brings but some users are reporting of internet tethering not working on AT&T network. Currently, internet tethering is not permitted on AT&T but users have found workarounds to enable tethering on standard data plans.
UPDATE: Another feature unearthed is that it allows developers to work over Wi-Fi. It works the same way as connected via USB but is a bit slower than the wired connection and sucks up more battery since it uses Wi-Fi radio.
